WEEE Regulations Update

The DTI launched a public consultation for the WEEE regulations recently (details below). Draft regulations and three consultation documents have been produced, and a timeline released. There are a few issues still to be resolved such as producer obligations and how weights will be measured (i.e. what will be included in the weight) The DTI stated recently that answers to these questions should be the same as at least one other member state.
Partial Responsibility: from April 01 to July 01 2007, the cost of recovering CRTs and fridges (i.e. hazardous WEEE) will be borne by producers of this equipment. The cost of this will be determined by the Secretary of State after the consultation and this cost will then be recovered from producers of this equipment (only). This is unpopular with the producers of this equipment.

A public consultation was launched on 25 July 2006, and the DTI is seeking views of businesses, manufacturers, retailers, producers and enforcement authorities on the draft regulations. Key dates for the Regulations are as follows:

December 2006 - transposition of the Directive into UK law

January 31 2007 - deadline for compliance schemes to apply for approval

February 28 2007 - deadline for compliance schemes to be approved

March 31 2007 - deadline for producers/schemes to register

April 01 2007 - partial producer responsibility

July 01 2007 - full producer responsibility
